No Child Left Behind (NCLB) and English Language Learners (ELL)

The NCLB Act replaced the Bilingual Education Act with Title III Title III included the English Language Acquisition, Language Enhancement, and Academic Achievement Act. The replacing of this Act with NCLB eliminated the use of the word “bilingual” (replaced with limited English proficiency). This act emphasized English learning and requires that ELL students take the same standardized test as native English speakers in the areas of science, social studies, english and math, science, social studies. In addition, these students must take a standardized English proficiency test, as part of the public education system every year. Here, Dylan Garity performs a powerful poem on the affects of NCLB on students identified as english language learners (or English as a second language (ESL).

What can we do as educators?
To encourage learning about ELL students, educators can begin to bring students' home cultures into the classroom. This will create an open and safe space for those students which improves learning potential. With this technique, students can additionally learn new language synthax using knowledge they may already have from their own home cultures. As teachers, we can also incorporate minor changes in the wording of content related test items to reduce complexity and increase student performance. It has been shown that students need to understand linguistic structure and interpret vocabulary in order to continue to excel in a content specific area. Thus, integrating literature into the classroom can additionally be helpful for these ELL students.
